The journal “Vestnik obrazovaniya” has almost a century of history: it was created in 1922 by decree of the People’s Commissar of Education A.V. Lunacharsky and for a long time came out under the title “Collection of orders and instructions of the People’s Commissariat.” Over the years, the founder of the journal was the Ministry of Education of the RSFSR, the Ministry of Education and Science of the Russian Federation. The State Duma adopted in the first reading a bill on state purchases in the field of children’s recreation, the press service of the lower house of the Russian parliament reports.

The bill was introduced by a group of deputies headed by Deputy Chairman of the State Duma, head of the United Russia faction, Sergei Neverov.

“The bill introduces a rule that the procurement of services for the organization of children’s health-improving recreation can be carried out only through a competition with limited participation. This means that suppliers will have to pass pre-qualification selection and meet special requirements, first of all, the organization of safe recreation and high quality of services provided, ”said Chairman of the State Duma Viacheslav Volodin.

He stressed that “it is unacceptable for the safety and health of children to be neglected for economic gain by purchasing services from those who offer the lowest price.”

“The bill on the procurement of services for children’s institutions should be adopted in the near future, since the summer holidays are approaching, and the rest of our children should be organized at a high-quality level,” Volodin said.

Currently, the federal law allows the possibility of purchasing services for organizing children’s recreation and their health improvement, including through auctions, requests for quotations and requests for proposals.

The draft law proposes to establish the obligation of customers to procure the corresponding services exclusively through a tender with limited participation. It is clarified that the changes are aimed at ensuring the admission of only persons with the required qualifications and offering the best conditions for the execution of contracts.

In Moscow, the Total Dictation will take place at more than 80 venues in each administrative district of the city, the press service of the Department of Education and Science of the capital reports.

Total dictation is an annual educational action in the form of a voluntary dictation for everyone. Its goal is to popularize literacy and respect for the word. The organizer of the action is the Foundation for the Support of the Language Culture of Citizens “Total Dictation”.

The first International Russian-Spanish Forum “Education without Borders: Science, Business, Law – 2019” will be held in Spain from March 29 to March 30, the press service of the First Deputy Prime Minister of the Moscow Region – Minister of Education of the Moscow Region Olga Zabralova.

– With what “Artek” comes to MMO this year?

– We want the visitors of the MISO to discover Artek again this year. We are entering a new stage in our life – the stage of openness. During the working days of the salon, each of the visitors will find a lot of interesting things for themselves at the Artek site. Children and their parents will learn how to get to Artek, receive instructions on how to use the automated system AIS Putevka. Parents will find out in what conditions the children are during the shift, how their routine is structured, how counselors and teachers work with them.

We have prepared a whole range of activities for our colleagues in the camp industry. We will not only present our programs and technologies, but also show with specific examples how this experience can be transferred to the regions. 

– Is Artek planning to go to the regions?

– Of course, not physically, but through the transfer of standards and work technologies, through educational programs and personnel exchange. We will present our new project for cooperation with the regions – “Governor’s camps” at the Moscow International Society of Social Security. We will promote the creation of a system of children’s centers in the regions, working on Artek’s pedagogical developments and approaches. We will help train personnel for these camps.

We hope that the end result will be a network of children’s centers of the “Artek standard” and local children who did not manage to get to “Artek” at the foot of Ayu-Dag will be able to join Artek content in their region. This multiplies the essence of Artek as a social elevator, and this is our goal.

– Have you been to Artek yourself as a child? 

– All Soviet children were in some sense Artek members. Therefore, despite the fact that I was not a schoolboy in “Artek”, I have been involved in it since childhood. We were all bearers of the values ​​that Artek embodied: friendship, love for the Motherland, respect for different cultures, confidence that all roads are open to us. And today nothing has changed. I was convinced of this recently: when I arrived at Artek, he seemed very familiar to me.
